Evaluation criteria
Evaluation will follow a multi-stage process: Stage 1 Administrative Responsiveness/Mandatory Requirements, Stage 2 Technical/Functional Evaluation, Stage 3 Price and Specific Goals (PPPFA 80/20 or 90/10 preference point system).
