Bids are mostly scored on functionality, so methodology, track record and qualified team members drive the outcome. CSD registration, tax compliance and a B-BBEE certificate are required, and some briefs call for specific professional registrations. Free State tenders come from the provincial departments, Mangaung Metropolitan Municipality, local municipalities such as Matjhabeng and Maluti-a-Phofung, and SOEs and mining and agricultural businesses across the province.
